The day's feels-like temperature picks the layers; sandals stay home in the rain, T-shirts in the cold, and a jacket moves up on a windy day.
The kind of day

Harmony
Colour and pattern harmony and the colours you like and dislike count; pairings like a blazer with sandals or a dress shirt with shorts are left out.
